Not to protect the roof β to move water away from the foundation. A blocked or undersized gutter on a Pennsylvania home sends thousands of gallons a year straight down the wall and into the basement. The common failures are pitch that has drifted, seams that have opened, downspouts discharging at the wall instead of away from it, and hangers pulled loose by ice load.
Frozen gutters are a symptom of an ice dam, not its cause: the dam forms on the roof surface above. Removing the gutters does not fix dams, and no gutter guard prevents them. What guards do reliably is keep leaves out of a gutter under trees, which matters in valleys and behind chimneys where debris causes back-ups.
Self-regulating heat cable can keep a drainage channel open through a problem eave and is a reasonable stopgap over a doorway or a walkway. It runs on electricity all winter, it needs a dedicated outdoor circuit, and it does not address the attic heat loss creating the dam. Treat it as a bandage with a running cost.
Five-inch K-style gutter is standard on most homes; six-inch with three-by-four downspouts is worth it on large or steep roof areas and on anything that has overflowed before. Downspouts should discharge at least several feet from the foundation, onto a splash block or into a buried line that actually drains.
